Texture NonPowerOf2 Compatibility

Code does not currently work with graphics card which do not support non powers of 2 textures.

Renderer class does not take the ClientArea of the HostWindow.

When the ClientArea of the HostWindow is different than the entire window, the renderer does not take this into account when drawing things.

Add Save() method to TextureFont.

Add MaxElapsedTime to the GameClock class.

Add a property to the GameClock class which serves as upper bound for calculating the elapsed time on each tick.
